This is fairly common. Do a Google search on Camaro bouncing tach, and there is a whole history of fixes.

I had put a 97 4.3 vortec into my mom's 84 S10 and was having running issues. It would run great and at any moment want to die but would just keep trying to run. It would restart on its own most of the time and be fine. As I was driving home and it was running fine I happened to look down at the monster tach I placed by the floor shifter and it was bouncing but the truck was running smoothly. That gave me the idea toreplace the ignition module with an extra I had and the truck has not died and the tach works perfect now.
