Default Steering wheel shaft

How do you get the cover off the steering wheel shaft(the one thats in the car) I dont have right turn signal, and its not letting me push up when I try to turn it on. Assuming something is broke or jammed in there.Just need to get in there and look. But how??

pop the wheel cover it should just pull straight out. remove the center nut and rip the wheel off, assuiming u have one with out an air bag, you will need the locking plate removal tool and the turn signal stalk and cam will be exposed
