lowering the ride height can only improve handling so much. the suspension gyometry needs to stay in its working zone. too low, and it will handle like a truck. the componants used is where you will get the handling from. performance springs, bigger sway bars, tubular control arms, ploy bushings. those will help. however, the biggest handling improvement is tires. a good set of 16" wheels and a performance tire will do loads more than spending $2k on suspension upgrades and still runinng crappy tires

'89 Camaro owner here.
When I bought my ride 4 years ago, I wasn't aware of it then, but I came to find that it had been lowered a little over 2 inches. Doesn't sound like much, but man it gives it a great stance, especially when I see a Camaro that is stock. I can really see the differences then.
OP, you shouldn't just lower it. Like microkid said, there's a lot to it, and tires are one of the most fundamental items. I suggest research into lowering kits, seeing what works best- but before that, get some tires that are a little bigger than stock. IIRC, I have 250/55R16 on mine. And I can say without a doubt that how my car hugs the 90 degree corners at 40 is its best attribute.
