annoying/embarrasing idle issue

most vacuum leaks create a steady high idle. surging can also be created by worn distributor componants and incorrect fuel ratios. but since you said you did a full tune up, im assuming you replace the cap and rotor. you did say its runs rich, but it would also surge at highway speeds too, so it sort of eliminates that, thought its still possible. i still suggest the iac to start off with

no surging at any speeds only time it noticeably surges is when its above 160*f and in gear...
also if i let it idle for a more than 10 mins till it gets warmed up an put it in reverse from either park or neutral it stalls. but then dont stall in reverse untill i let the car cool an repeat

The IAC is attached to the throttle body, the sensor on the air cleaner is the IAT (Intake Air Temp). When you removed all the vacuum stuff, did you plug up all the openings?

Make sure your lead wires are pushed on the plugs hard enough. I had similar problems with my 87 z, i tryed everything, and it turned out to be a loose lead wire. I had to push soooo hard to get it to snap on!

i had the same problem for awhile except i would come to a stop and mines an automatic and it'd get stuck at 4k rpm at a dead stop and the tires would start spinning and i couldnt stop it lol. but my carb does need rebuilt, but all I did was replace some old springs on my carb and it works just fine now.
