What do you mean "it doesn't turn over"? Is the starter not able to crank the engine, or is the starter able to crank the engine, but the engine won't start?

i had the starter tested and they said its works, so as far as i know it is able to crank the engine. when i try to start the car it sounds normal but it will not start and the carb spits out the top in to the air filter.

How long has it been since it ran? By spits do you mean backfire through the carb? That is usually an indication of timing being out.

it's been 4 years since I've drove it and 5 months since it stopped starting. i had the timing chain done on it a while back and he said the timing was off, but would that throw the engine off to the point it stops starting?

Yes, if the timing was worked on and never set then that is enough to make it backfire and fail to start. Try that first.
