Default Extra negative for bat?? and cut wire

Ok so i just got my camaro about a week ago and i have noticed something a bit strange..

I have an extra Negative wire for my battery, its not plugged into anything at all, what is it too???

And i have another wire that is cut, it is cut at both ends so i dont know where it goes..

the guy i bought it from said that when he got it the head gasket was blown so he redid everything from there up. right, so then my friend and i was wondering why it was burning rich, my gas gauge, temperature gauge, and missing power is.. So he talked to his dad about it and he said that the wire to the head might have been cut. but do camaro's have wire to the head, if so where is it??

and please, if you need more info, ill try and explain best i am able.

Thanks for any help i get. P.S. Sorry for noob question, trying to learn more about cars....

Can you give us the year and engine size? My 88 has a braided ground wire from the firewall to the back of the pass. side cyl. head.

They should all have that braided wire going to the head. The battery ground wire should have the big 4 gauge going to the block or an early ones the bolted to the steel alt bracket. There should be a 10 gauge wire on it as well that bolts to the body some where near the battery.
As for the wire cut on both ends....How do you expect to get an answer on that one? You don't even have a location, color or size.
