Default cooling fan problem

Help ! New to this site and just aquired a '92 RS Camaro. The cooling fan does not seem to work at all, it would appear to be an electronically controlled fan but is not triggering. Is this a common problem? Where should I be looking for sensors etc? I have a manual but it does not give any help in this area.
Would it be OK to just splice the wires and fit a switch in the dash?

Any help greatly received...

Disconnecting the plug going to the cooling fan and connect to 12v source and a ground to check if your fan actually works. Try to repair the system so it works as it was intended to do. That way you may not have to run a toggle switch. If all else fails then wiring adashswitch isn't to hard.
