What distributer? What carb? What fuel pump?
Are you sure it's getting fuel? Even if the timing is messed up if you have fuel and spark it should at least backfire.
Do you know how to check for spark or fuel?

You have fuel and spark and it does not even back fire? Pull a plug and see if its wet. If you have spark and fuel you should at least get a back fire unless you have no compression....

You need to check to make sure you can see fuel going into the engine out through the accelerator pump and verify you have spark going into the plugs with a tester. DO NOT limit yourself to thinking it is something you did. Start with a clean slate. I had a customer once that had a car towed in, He was so sure he did something to the car he had me convinced and I went over everything he did and I could not find anything wrong. After a hour of checking his work I forgot everything he said and just assumed nothing and started at square one for a non-running car. It took be 10 minutes to diagnose what was wrong and it had nothing to do with what he just did. It was just his bad luck that the fuel pump went bad while he was installing a head gasket.

Even that wouldn't stop it from at least backfiring.
How did you check for spark? Are you dead sure the dist. isn't in 180 degrees off? How did you check timing?
As Gorn said did you pump the accelerator and confirm it's spraying fuel in the carb?

Does it still have the Cat on it? A plugged exhaust is the only think I have ever seen do this. The cylinders would be filled with smoke so the engine sounds like it has compression but it is just compressing the same smoke over and over again.

But if you have Spark, Fuel and clean air something should burning. I am not sure what could stop it. Since there is limited air escape this fast burn should cause a back fire. The reason I said you need a tester for spark is you can have weak spark that can not fire the fuel under compression. if you buy a in line $2 tester they have a built in resistor so if ignition system can fire the tester it can run an engine.

If you are sure you have all the above and no backfire maybe.

Water instead of gas?

Plug are wet and the spark is not arcing? (AKA Flooding)

Plugs are cracked and the spark never makes it to the engine?

Once you get back firing then its a timing issue

If a small block jumps the timing gear one tooth the engine will still start and even idle pretty good but it will have no power. two tooth or more it may try to start but it will backfire. It its 180 degs out then you would be in fire ball out the carb zone.

Bad coil in the new HEI maybe? It's possible.
Are you sure the rotor is in the dist. cap?
Dsit drive gear issue? I'd pull the cap and spin the motor over to make sure the dist. rotor is turning.
New dist. before or after you say you started hooking up dual fans? You said it was running fine before that.
