Default Starting problem

My Buddy and i have been working on his 89 iroc camaro and we've been having a problem starting it.... we have to ground the anti theft relay to get it to turn over, none of the dash lights turn on, and if we spray fuel into the throttle the car will stay on... if you might know what it is please let us know

have you checked fuel pressure?

not to solicit sales because I'm not going to get rich but I have a 1989 factory service manual and haynes manual which you can feel free to purchase

I'd say you at least have it narrowed down to being the VATS. The anti-theft system disables the starter and fuel supply.
What part of the relay are you grounding?

Good fuel pressure does not mean that the injectors are working. VATS disables the start relay, and sends a signal (actually removes signal) to the ECM, and the ECM does not fire the injectors. So it looks like the VATS has to be fixed. You could try a spare key first.
