Default replacing nose emblem on '92

had it repainted and they lost the emblem. bought a new one with the two prongs. it looks like you can take the top panel right inside the front of the engine compartment to get to put some type of nuts on the prongs. the panel has hex nuts in the front but also some round plastic ones with a collar. How do you get those off? and is that how to get to the emblem?

The plastic push pins release when you pry up the center piece, here's the correct tool but it can be done with a screwdriver or something in a pinch.
Can't help with the rest,never owned a 3rd gen.
