so what about the rpm not getting off 7? when i turn the car on it immidiatly hits 7 rpm , even when the engine is being juiced.

Might not have noticed, but that would be a 2.8, not a 3.8 in the 88.

Bad Tach, or Bad connection, possibly bad ground. That is one you would have to work backwards to find.

From what i can see the car is in pretty good condition the interior look real clean as far as the gauges go you could always up grade to as set of autometers gauges. Form the sounds of things most of the stuff you need to fix you can get at a junk yard or on craigslist (gauge cluster and the power steering bracket). The loud screech could be because of the power steeriing braket. The white smoke could be burning oil and not bad gas it might be in need of a ring job i would have that looked at. I think is worth fixing. It is a nice car good luck
