A skin is usauly how you get a quater panel. When you refer to a skin it is done when speaking of a door for instance. You could get a whole door shell that would need paint and parts installed and bolted on. Or a skin which would be just the outer sheet metal which you have to cut off the old outer piece and fold and tack a new outer piece onto your old inner structure.

Did you hapen to check the local dealers? Sometimes you can get lucky and find some new old stock. And that could posibly save you shipping cost. About five years ago a former employer got an oem quarter for a 72 nova from a dealer. And they did not charger for the dust!
