Well first of all if you have TBI, then you cant get a cold air intake. So you need to get an open element drop base air cleaner. Then you should upgrade you exhaust. Get a flowmaster muffler with tailpipes, high flo cat, and some edelbrock tes headers and y pipe. The intake for the tbi is just the exact same as stock and you wont yield any hp gains from it. The 305 engine is not very good and is not very responsive to engine mods. You can get some world products torquer s/r heads for about $800 for both and will give you around 30 hp. A new cam wont give you any more than 10 hp. I'd say that 3.73 gears and a 3000 stall torque converter would be worthy mods and will greatly increase your acceleration. Or you could do what im doin; get a full exhaust and switch out the 305 to a 350 for around $2500 with 350hp.

Actually you can get cold air intake systems for tbi systems. may be hard to find but they are out there

First thing, exhaust, get headers, high flow cat and a flowmaster cat-back. Next open filter air cleaner, finally put a cam in it, edelbrock edl-3702 cam specially made for tbi 305-350 motors. That should definitely give you more power and better throttle response. After that, dont dump any more money into a 305. Buy yourself a 350 and build that. Thats what im doing and i also have a 92 rs with the same motor.
