Default Camaro Project Advice

I'm re-buildling my 1989 RS V8 305 5.0L, however, there is a laundry list of registration tasks I need to complete in order to make it "street legal."

The engine runs good! My Camaro specialist said that it's still in good enough condition to be salvaged. And according to DMV, that's how it's categorized. But in order to get this car registered/insured, I need to repair the following items:

1. SMOG inspection certification
2. VIN # verification from CHP
3. Offical Brake/Light adjustment inspection certification
4. Bring in old plates
5. Pay $690 for backlogged registration fees

Any advice or suggestions on how to get these tasks knocked down at the best rate possible? Or suggestions on what I can do w/the car. The only big ticket item I can foresee is getting the brake/headlights certified; due to collision damage on the front quarter panel.

If I get rid of this car, someone else is just going to pick it up and restore it. So it might as well be me.
