Default camaro gets hot

My son's camaro (1994 Z28 with a lt1 and a auto tranny) gets hot when city driving. It is OK when on the highway, even on hot days. What's up? I'm afraid it is a cracked head but wanted to hear from your opinions. It blows a small amount of bubbles in the radiator neck. The fans come on and work good, plenty of hot air being pulled through the radiator.

How hot it too hot to you? 220-225? Check the obvious like coolant and such?
And you might want to ask in General tech or the fourth gen section since that is what your sons' car is.
