I can't really think of much, after what you've tried. You're sure that all your connections, including battery terminals and the like, are good and tight?

If so, it'll take someone more knowledgable than I to help you, I'm afraid.

I had to change my steering column out in my 1992 RS for State inspection reasons, the column came with a new key but wont let the car start the is there a way to reset the security or do I have to change out the ignition?

The VATs is system is looking for the resistance in your key. Check out youtube for how too videos. You can swap in your key cylinder, or you can measure the resistance of your old key and buy a blank with that resistor and have it cut to match your new key.

The other option is to eliminate the VATs system buy adding in a permanent resistor. Again see youtube for how too.

Car won't start. All electrical works. So I don't believe it is a connection. Any ideas? I'm stumped right now.
Under dash power distribution box (under driver side kick panel) is burned out. Need to replace it. This box distributes power to the ignition switch, dash lights, starter relay, etc. PAIN IN THE *** TO GET TOO.
