I even disconnected it and installed the 680ohm resistor to be sure...resistor is still in so that trick really works.

you bet. I have a remote starter switch in right now. turn the key on, hit the switch, fires right up and runs like a champ. Security light out. So....i have narrowed it down to the VATS starter enable relay. Problem: I looked behind my kick panel and I have no relay there. This car is 100% stock and never messed with. so no one removed it or anything like that.
Where is this relay????? I have looked everywhere and can't find one. Is there a different location on the 92? I want to replace it and nail this problem!!!!!
I have a whole new understanding of the VATS system and a brand new starter to boot....no more noise! Just gotta find that relay. Anyone know????????

you sure it's not the starter switch that the rod goes into?

Pull off panel right below steering column. Relay for start enable is under dash right below column. mine is black with yellow, orange and green wires going to it. When you put key in and turn to ON position the security light should come ON, when you turn to START it should go OFF and stay OFF.

call me crazy but i am not seeing one. i know what it is supposed to look like. system does everything you just stated above. just got back from a long cruise and everything is perfect. i might just wire up a push to start button. no one would know how to start this thing but me for sure! i could do a quick connect with my resistor and you would have to drag it or push it to steal it!

I had the same problem and thought the same thing. Took me forever to figure out but my computer wasn't working right. I just got one at the junkyard and threw it in and it worked fine.
