Default 305

I heard that a 305 has the same block as a 350 and was wondering if i can bore it out to fit a 383 stroker. would they both put out the same power after they both had the kit.

No, that's not so. A 305 is not just an "underbored" 350 block, they are different. Most blocks can be safely bored out .030, not a 1/4" like you're suggesting. If you want to build a 383, you need a 350 block, .030 over. What's the same, more or less, is the physical external characteristics (they bolt up the same to the transmission and motor mounts, heads can interchange, etc.)

The external dimensions of the 305/350 blocks are the same. However; the internal casting dimensions are very different (cylinder wall thickness), so the 305 cannot be bored out to the 350 .
