76 Camaro rear tail panel
1976 Camaro LT
Is the "rear tail panel" the correct piece I need? It's basically a plastic piece the fills the space from the top of the rear bumber to the bottom area of the trunk. It looks like it mounts with a number of screws to under neath the piece just under the trunk.
I know this is a horrible description, but I need help. Thanks.

No, the rear tail panel is the vertical part of the body that the tail lights are mounted into.
What you're looking for are the rear bumper filler pieces. Not available in the aftermarket as far as I'm aware, and very hard to find used. If you ever spot some on ebay (none out there at the moment), grab em fast.

+1 to what Camaro69 said.
I had to get some large dents out of the sheet metal below the rear bumper. The parts your talking about are circled in the 1st pic.
If you remove the rectangular metal parts in pic number 2 you might be able to get away with only using the middle part under the tag. I think you could fab this up from some 20 gauge sheet metal. Removing the metal blocks tucks the bumper in almost 2- 2 1/2 inches.
