its a tight fit, are you sure the key is both at a slight downward angle so the crank will easily slip over it AND its lined up straight with it. sounds like the key is whats stopping it

It should draw the rest of the way on (easily) by tightening the bolt. If it doesn't, I'd look for scratches or gouges in the nose and take them down with some emry cloth.

DO NOT use the stock bolt to pull the harmonic damper on, you take a big chance of stripping out the threads in the crank. There is a proper installation tool to use for this job. Places like AutoZone will loan the tool out, with a refundable deposit.

i have already cleaned the nose with emery cloth and i took a flat head crewdriver and slid it across to remove and thing and it was smooth... its on straight it just stops for some reason and i still got like a 1/2 inch to go or an inch to go

Are you putting on the same damper you took off?
Make sure your key isn't sliding in and up out of the back side of the slot.

also try heating the hub of the balancer, not with flames but hot water. dont heat the balancer much, it has rubber ring in there that can be deformed by to much heat. if your in the cold part of the country you may get away with bringing the balancer to a warm room temp. like 70 degrees. the crank will be cold and shrunk.

When you're first putting the damper on, the key is still exposed on the back side. It's possible that the damper could drag the key back and ramp it up the back edge of the slot.
