That's a great idea! Too many people don't get things clean before they start bodywork, and then forget to do so later. Then it affects the paint and they blame the paint shop. Washing and cleaning first eliminates a lot of possible issues later.

yeah also if u start sanding before cleaning it ur just grinding all that wax and grease into the metal, then they wonder why the paint is peeling off a year later.this car looks like it hasnt been washed in years probably would look really nice with just a scrub down, dawn dish soap seems to work really good for me takes alot of the oils and grease off,i have also used windex it works great to remove grease and wax also.

i have another question what about scratches and stuff on my bumper covers theres no rips or anything but can we use lightweight filler on them .aplly a guide coat then just sand it all off and no more scratches.

There are products used to paint urethane bumpers, and also products to fill the scratches. Don't use anything on the bumper to repair or paint that isn't designed for the plastic, or it wont hold.
You only get one chance to do the body and paint right, and it's the thing everyone notices when they first see your car.

That's why I chickened out on painting my Austin or my Camaro. I just didn't want to do all that prep work and then screw up the paint. Glad I left them both to pros, as they came out much better than I could have done!
