Default Heater question about vent doors

I have a 1980 Z28 that the a/c has been taken out. The heat just melts your feet. While I was fixing floor pans I took the kickpanel out and the heater a/c box. I seen some duct and a few hard plastic pieces were missing. I have found most them if not all but it took a while to figure everything out but I think I have an understanding of how it works. My question is all the wires going out the firewall was cut so I chased them down inside and removed them also. I have no vacuum lines going inside the dash from engine. Since there really is only 2 settings on heat does all the vacuum pods need to work and if so does the vacuum block have to be wired up? I have a manual kick panel for passenger side but not sure about the door in the cowl or the other 2 on the box. Sorry so long but wanted to give enough info on what I have. Oh also the fan motor was hooked up on a different switch. I want a vintage air but done spent to much right now, maybe in a few months. i wish it was electric

You will need the vacuum hooked up for actuators to work, providing the diaphragms are not broken/dry rotted from age.
My suggestion is buy a Haynes manual for the Camaro for a better path forward.

Yeh I am, I wish the guy that did all this had one or had not butchered so much but it is what it is. I been looking at it most the day when I was putting other stuff in and I think I can make the two doors that split the defrost and vents work manually with another control panel. We will see. Do you think the fresh air door in the cowl would be better always open or always closed? I'm thinking closed because of the heat but may be missing something. Thanks again

Personal preference.
I like outside air as cowl is a high pressure area and the incoming air prevents cold air entering through the door panels.
Also, dependent upon cold climate. The 180° coolant could be heating up near zero degree air and will take a while to heat interior.
Most important function is getting DEFrost working.
Some states, as in VA, DEF has to work before safety sticker issued.
