Swapping the front splitter on my 1977 camaro
I don't think so especially the '69 as it's a 1st gen car.
'74 and later 2nd gens had the new plastic covered hidden shock absorbing bumpers,not sure what you mean by a split bumper.
The only split bumpers I recall were early '70s second gen cars.

I am not sure your post is worded the way you wanted. 77 did not have split bumper from the factory. The split bumper was on the 70-73 RS package. Most camaros sold 70-73 did not have the split bumper, just the RS package. Forget about 69 that a completely different body shape as Y2Keglide said.
Swapping the whole front clip is a common and easy process. I am sure if you search right you will find video’s and threads describing the process. Something like “Early split bumper on later 2nd gen”. Something like that. Play with the wording a little.
74-77 had the massive 5 MPH bumpers the federal government required. 78-81 had a full cover on the front end. Search Google images for those years and compare.
I have seen a few 75-77 with the early front ends, for a camaro guy they are very easy to spot because of the back window/ rear lights and rear bumpers. Completely cloning a 70-73 can be done but is it a lot more rare then the front end swaps The cost of getting the rear window and rear lights/bumper right make hard to justify. If you are going to do that much metal work just by a rust 70-73 and do the metal work on that. In the end it will be worth twice as much as a cloned one.
I did not watch the video but I sure they are selling you something. You can use used parts but you need every part off the front clip except the hood. So the fenders and all the brackets will be needed.
There are safety advantages to having a 77 that looks like a 73 vs having a 73. The floor was redesigned in 1975 and is more ridged. You can find T-top cars which IMO would be cool. They did make pre 75 t-top cars but those cars are the reason they redesigned the floor. They can fold in half in the right kind of accident.
