Unhappy outter wheel house

Okay so i noticed there was a small amount of rust on the outer wheel house on the passenger side of the car, Instead of just replacing the small spot of rust i took the entire outer wheel house out.
so i prepared all the metal on the inner and tried to put the new panel back into its proper spot. except i cannot get it to go back into the car, :/

Has anyone done this before? and is my only option to remove the quarter skin??? ( Dont want to do that)

Any advice or guidance would be extremely helpful ( at this point I wish I had just made a patch panel for this thing )

I haven't done this, but I watched a friend replace his and he didn't want to disturb his new paint, so he also didn't remove the 1/4 panel. In his case he used automotive high strength adhesive after test fitting, to attach to the wheelwell, but welded the inside seam to the inner wheelwell.
It wouldn't go back in when fitted, so he had to do a bit of trimming on the outside edge to make it go, then it went without much effort.

The rear inner wheelwell Damon. It's referred to as the "outter wheelhouse" in parts manuals.
