It's pretty specialized, and in it's present race form it will not be as desireable as a street version. I'd need to see more of it than the two pictures to determine what it might sell for. How the chassis work looks, the interior, engine compartment, etc. will all affect the value. One note though; if it's a true '71 Z28, it's got a 1970 Z28 spoiler, not a '71 spoiler. Look for the old holes inside the trunklid above the tailights on the quarter panels. If there aren't any, then it's either got new quarters, or it never had a spoiler before, or it may not be a real Z28.
Considering C5 Corvettes seem to go in the high teens when I see them, it will have to be really well done to get that value for a race ready '71 Camaro.

Kinda hard to say if you're getting a good trade, not knowing the year of your C5, or if it's a coupe or convertible.
Is it a 1997 that's worth $12k to the mid teen's, or a 2004 that's worth in the mid $20's and up?

I love the 70-73 models. But as its been stated already. Not sure who's getting the better deal with the info provided.
Because its been so modified I would think the whole "Z/28" wouldn't matter anymore. Meaning, the value goes down considerably due to the changes. Would take a LOT to get that car back to its original form
Looks really nice though

Your Vette should be able to sell between $16-17K. The guy is asking $13,500 for the Camaro, which means he'd be selling it in the $12's. The seller would owe you some cash for that deal, a straight up swap would be about a $4k loss for you. It looks like some good money was put into the Camaro, so I don't think the price is out of line. Can it be a street driven weekend warrior the way it is? Sure it can. The drawback is the pain it's going to be to crawl in and out over the cage.

The 3 piece spoiler was the standard by mid 1971.
