Every car "ran when parked". That's why they parked them! I always assume I'm getting a junk engine if it's not running when I buy it. I don't care what the story is, it's just a story if you don't know the seller personally.
That's definitely a parts car.

I would love to have the transmission setup out of it.

Yes! And if it's a Muncie with good linkage it would almost be worth the price to have it plus bellhousing, Z bar, pedals, etc. for the swap. If I was going to swap an automatic to a 4 spd I'd consider trying to get the car for $1,000-$1,200 and use whatever I could off it. Then part out the rest and see how much I could recoup from the purchase price. As the seller says, it's worth more to part it out, IF the tranny is good.

Hehe. I got my 78 sport coupe with fin, duel exhaust from the flanges to the fuel tank, and classic chevy stripes (no motor, hood, or front seats, th350 on floor boards) for $100. I'm a tow truck driver so my boss gave it to me for getting a 100% on my towing certification, and for gowing to the class on my day off. Plus had no tires or wheels so nobody would buy it except pick and pull. To bad I live in California, got to smog it. I should go back home to Washington state.

No way I'd ever move to CA!

Oh, and I got my car for "Free". Now, a few grand later it is still a work in progress.

Yes, Michigan has been a holdout to do smog testing, but the Feds are talking of witholding federal aid dollars if they don't get with the federal programs, so don't get too cocky! You may be coming soon knowing how states hate to lose federal dollars!
Like here in Oregon, it would only be the big cities that have air quality problems forced to abide.

Man I'm glad I don't live in the tri-county area.
