Sounds like a shift linkage problem. You are not fully in park, if you are not fully in park then you will not hit the neutral safety switch and it will not start and also you wil not be able to get the key out... that is where I would start to look.

Welcome to the forum!!

it is a 3 speed i can see a switch on the clutch pedal but i didnt know they put clutch saftey switches on a 70 lol i pump it and try and start but i dont get anything to the starter which i would think the power is sent when the key is turned?!?! but that would not explain the reason the key is stuck and wont go into the lock position also its a new lock cylinder. thanks

The starter has power anyway, It's the solenoid that connects the main power to the starter motor. Did you do the lock cylinder replacement? It might not be installed properly. Try to locate your models wiring diagram and check for Ω on your multi-meter.

What does it do when you turn the key? radio, lights on dash, etc. You pumped the clutch or held it down? DID you turn the steering wheell while trying to lock the ign.? Did it ever work?

I Don't know about your beast.... but I thought that even Manual tranny cars has a Shifter lock out.... Like you have to put the tranny in like Reverse or something to lock the steering to get the key out... is there a linkage that hooks from the shifter or tranny to the bottom of the steering under the brake booster? On the inside of your car the same collar if you had a three in the tree should lock the key in the tumbler. if it is not in like Reverse or first or whatever Chevy used the key would not come out...

No idea if that is how it works since I don't remember what my setup was like on my 80 Camaro was.... Just a thought.

Try this. The collar on the column is probably out of adjustment. Grab it ad rotate it counter clockwise and turn the key off.
