Our cars are very coat hanger friendly. Then call a lock smith to meet you there. Its gonna cost though. Hypothetically.

Or coat hanger, remove the steering wheel and with the proper tool that helps remove the guts under the horn contacts, replace the lock cylinder. IDK if the the cylinder can be replaced without the key though. On my 91 pickup you need the key to get it out.

Easiest way to get it into neutral without the key would be to unhook the shifter cable on the side of the transmission if it's an automatic, then you could shift it with the lever on the side. Also if the tow truck can get to the back of the car, then it doesn't need to be in neutral.

Call a tow truck and have it either put on a dolly to tow, or a flatbed.
As for the locks, a good locksmith can replace them and make keys for the new locks, but it's gonna be spendy. Getting in is cheap, getting started not so much.
