I want to repaint the dash shelf but would like some guidance on how to remove it. It has some rust on it, so I'll need to remove it before painting. Do I take out the dash, then unbolt it from the dash frame or whatever is underneath, or do I need to take out the windshield? Thanks for your help.

 

I see its welded into the dash, so I removed the windshield to repair it.
