My 78 Z says Z28 on the plate at the base of the front window under the hood on the driver side.
Not all years are that easy, but in 78 its on the plate.
I think the vin will only give you the motor size.

It's not always that way, even on a 78.The cars that were built at the norwood, ohio plant will have the z28 on that plate, the cars from the van nuys plant dont say z28 on the cowl tag, they just have an 8.Also the cowl tag is not a definitive way to be sure it's real either,as i have seen people selling the tag on ebay, and they are easy to change.
Not sure if you can find out by the vin or not.One sure fire way to find out though,is see if he has the build sheet for the car,it would have the vin number on the sheet and would show if the car came with the z28 package. If he does'nt have it,see if he will let you pull the back seat out, they come out very easy and everybody i have heard from found the sheet under or behind the rear seat, providing a previuos owner never pulled it before,i found mine tucked into the back of rear seat.Like i said that is definitely a sure fire way to tell if you can find it.
