Sure it does. Lower pulley has a flange that fits into the harmonic damper center hole, and is held onto the damper with three bolts. Then the center crank bolt goes in, which sandwiches the pulley and damper to the crank. Lower pulley doesn't have a pass-through hole for the center bolt. You would have to lose all the bolts to lose the pulley.

The balancer bolt cannot go in until the pulley is on. The washer does hold the pulley as well. After looking at this some more the threads in the crankshaft pulled out. So now the engine has to come back out.

You can use a right angle drill to drill and tap for the next larger size bolt, which should be 1/2"NF. May not even have to drill first, as the existing hole might be large enough to just run the 1/2"NF tap into, then replace with a larger grade 8 bolt and washer. (or drill the existing washer out)
quick78, you didn't use the crank bolt to pull the damper on, did you? Doing that puts a lot of pulling stress on the crank threads, and can strip them out. You want to use a harmonic damper install tool.
You may have a different pulley, or are looking at the outer accessory pulley. This stock pulley set on ebay has the additional outer pulley for A/C & PS (the right pulley with a large hole). The left pulley has the small hole, and is the one that goes on the damper first, held by the crank bolt. Chevy 327 Pulley Set for Short Water Pump with AC & PS | eBay
No I didn't use the balancer bolt to pull the balancer on, I used a balancer install tool. The engine will come out to be fixed, to check the end of the crank for further damage, and I will just take the engine to my machinest to make sure it is fixed right.
