ok well here are some test results from the test drive:

*makes a grown/howl when turning wheel
*when coasting with foot off gas and in drive- the howling/whirling sound is still there
*when coasting in netural-still makes the howling/whirling sound
*when coasting under 30mph-sound is still there
*get's louder as speed increases

tomorrow i'm gonna swap wheels/tires and see if sound is still there to eliminate wheels/tires as a cause

Since the noise didn't go away when coasting in neutral, I'd bet it's not U joints. They usually make the most noise when under load. Speeding up and slowing down in gear.

That's bad advice right there. The rims could be out of balance if they're poorly made. I don't think I've ever seen a setup that didn't need tire weights.

Yes, very bad advice. Speaking from experience with MT tires, they can require a bit of weight to get them in balance.

Doesn't matter what kind of tire or wheel, a tire mounted to a wheel and not needing any amount of weight to be perfectly balanced doesn't exist.
