just a thought, the blower wouldn't be wired backwards.
if it's a jobber they are bi directional
then it may be your vacuum control inside that may be faulty
but most often the hose is off the intake that supplies the vacuum.
do you hear hissing when you change modes from defrost to heat to vent??? you should!!

i never had to work on a/c in these models, and mine has no a/c with manual linkages.
the a/c needs a source ... some models you can find a connector in the vacuum line under or around the glove box/ firewall to test if there is vaccuum on the inside of the car.
after that the vacuum moves the doors that have seals of foam on them sometimes.
or the doors just jam up.
i wish for you that is the vacuum line cut or kinked somewhere

Ok I think I found it!

There are two control mechanisms, 1 is the cold to hot slider that manually moves a cable that opens and closes a flap to the evaporator and heater core. This is working fine.

The top control mechanism that goes from max AC, AC, Vent, etc has about 6 vacuum ports - 3 of them have hoses and the others have none. One of these hoses seems to run to a control arm that opens full defrost or full front vents.

When I move this by hand I finally get a huge blast of air into the cab, and when I let go it goes back to like half defrost and half front vent.

Where is the vacuum source supposed to come from? I dont see anything to create a vacuum to move this control arm??

If you only get high speed out of the blower, most likely the resistor pack that controls blower speed has burned out, leaving only high speed, which bypasses the resistors, and connect the blower directly to battery power.

Is that the wound coils sticking into the evaporator core box next to the blower motor?

Anyways, I just stuck a tennis ball in the defrost/cabin air flap jamming it open... it's hot in Texas I need full A/C!!

Would like to fix the vacuum though..

in 81 there was miles of hoses and plastic tubes for vacuum controlled things
there may have been a clean up or repair done at one time and the line going to the heater box on the passenger side may be unplugged from the intake
