What ballast resistor?
You running HEI ignition? If so, your tach problem is a broken, mixed up, or forgotten wire. One of the wires to the dist cap is for the tach.
And have you checked your timing?

I have not put a timing light on it yet, but the problem happened while he was driving the car wich makes me think there is a component failure?

I get it! no ballast resistor, the problem is solved we ahd a bad gasket between the carb and intake and needed the carb cleaned.
