Default 78 LT 305 no start in 5 years

I just recently got my fathers 78 camaro that was taken apart before he passed away. the interior is pretty stripped down including the dash. all thats left is the steering wheel and radio and all the mounting parts of dash. It hasnt been started since 2015 before tear down. I would like to get started, I checked crank it turns also changed oil. when i attempt to turn key i get nothing no crank. I hear buzzer and radio turns on but thats all. Anyone have any ideas on way to get started before i rebuild the interior. both toe floor boards rusted thru. just ordered replacements today. then its on to starting inside.

Thank you for any advise anyone can give.

Probably a good thing it didn't start,I'd pull all the sparkplugs out and get some lube in there. Motor oil,ATF Marvel mystery oil,WD 40 as long as it gets something in there to lubricate the rings before starting,
Best to use something that penetrates and dissolves rust, get plenty in each hole and let it sit a few hours if not overnight.
Then spin the motor over with the plugs out to purge the excess out.
As for not spinning over, new battery? Cleaned cables?
Have you drained the gas tank and added fresh fuel? Cleaned the carb and replace filters (it may need rebuilt after that long)?

Thanks for the additional info, I will make sure to put the ATF into each cylinder and already drained gas. once i get that any idea why no crank? Its a brand new battery. radio turns on when turned to accessories but when i turn key for start t does nothing. cables are clean as well. But like I said the dash is basically just the steering wheel and mounted radio right now, everything including cluster is pulled out. Could that be reason? Also i noticed the internal for the key cylinder pulls right out of the cylinder not sure if thats the problem but I do plan on installing a new cylinder as well. I am pretty sure that was already like that when it was ran for last time.
