Default 69 rear wiring

I have a question concerning the rear wiring harness on my 69 Camaro. I
got this car a few years ago and most of the wiring and bulbs were not
installed. The harness is original but I have a wiring diagram, and
everything looks to be in order. When I install the suggested bulbs (1157
for outer brake and turn, 1156 for backup, and 1157 for the inner tail
light), the inner tail lights' 1157 bulb has both elements lit when I
turn on the lights. The outer 1157 only has one element lit until the
turn signal or brakes are activated. Looks kinda strange because the
inner tail light is really bright, and the outer tail light is not (dim). I
don't have any experience with a 69 so I'm not sure if this is the way
it's supposed to be. These are all new bulbs. Can someone tell me if this is correct?

Not sure I get your answer. Is this how it comes from the factory?

I've seen a lot like you describe and I followed my schematic to the letter so I believe so
