More qualified folks will pipe up, but there are big differences between the two. The Z/28 was a special edition built to Trans Am racing specs. The biggest feature being the 302 CID engine. The SS is best known for the big block 396.

A Z28 has one drive train. 302 CI engine 4 speed muncie and a 12 bolt rear end.
An SS can be big or small block, automatic or 4 speed and 12 bolt. There are more differences like hoods, striping, etc. Check out Camaro Research Group for more.
