Default wiper motor and switch

my wipers did not work on my 1968 camaro,,
I unpluged the 2 pig tails that wire it up and put my tester on them and both pig tails were getting power. so I sent the wiper motor in to get rebuilt.well its been 2 months and still I do not have a wiper motor.in the mean time I was messing with the pig tails from the wiper motor they both have 2 wires going to them. ( total 4 wires ).. with my test light ,,I get power to 1 wire in each pig tail , so I have power to 2 wires out of the 4. no mater where the wiper switch is set on the dash. the switch turns and has 3 settings... I asume its off,, low & high >> ?? in all 3 spots I have power to 2 wires 1 in each pig tail, never get power to the other 2 wires ?
is this proper or is the switch bad ??

i could be wrong but there should always be power what happens is when you flip the switch it connects a ground to complete the circuit

got the wiper motor back from reman,,
still doesn't work.. ????
any ideas ??
