Ok so here s a interesting tidbit to add to the story.
Im out of town the week after next and its still just absolutely miserable outside so I decided to at least try one of your suggestions before putting it aside for another week or two.
I switched the hoses on the right acutator only and left the left one as was. Figuring the left one would act as normal and the right one would do the opposite of the left. Right is open, left is closed,...... left is open, right is closed.
Well, after I switched the hoses on just the one, the right one opened fully and stayed open regardless. The left one worked perfectly as I toggled the plunger on the relay. It opened and closed as it should.
Then I switched everything back to its normal position and I was back to just open and no close.
Watcha think now?

So now we know the relay works and so does the left actuator. The right side actuator or hoses must be the offender, leaking/not holding vacuum. Now I would try isolating the headlights, start by corking the hoses on the left side and work on the right side. Did you check the rubber boot on the actuators yet?

I looked at the boot on the right and if I remember correctly it looked fine.
I think I'm gonna remove that actuator (I assume that's not too difficult) and I read in another forum put some silicone based lube or silicone brake fluid in both sides and reinstall and see what happens.
Think that's a good next move?

Never heard of doing that, not that that means much!
If it's not working now though, you've got nothing to lose.
But to be on the safe side, as long as the drivers side isn't broken, don't "fix" it.

Don't worry I won't! I just want them both functioning properly.

I would stick with a silicone lubricant. Silicone brake fluid has other solvents (plasticizers) in it. Not sure what that would do to a good o-ring, maybe nothing.
Your actuator is very similar to the one that works my Vette's wiper door. My headlight actuators though look like two little pie pans put together, and are a diaphragm type, not an o-ring slider.
Looking at those pictures, you can see the importance of having a good rod seal.

I just learned don't type "lubricant" in as a search on Google! You don't know what your gonna get back! Yikes!
Thanks for the advice on not using brake fluid. I always err on the side of caution.
I will pull the actuator, do a full on inspection, oil and get back with you!
Hopefully sometime this week. Usually things like this drive me crazy and I can't stop thinking about it until it's done. Lol
