Hey guys, what is this? Some type of relay or?

If you are referring to the black device in the middle of the photo with a large wire attached, I think that is the ballast resistor. It works in conjunction with the ignition switch to provide full 12v to the coil while starting and then drop the voltage down to maybe about 8v while running. You may or may not need it, depending on the coil type and distributor type.

Everett got it, power top circuit breaker.
For the record, our ignition systems don't have a ballast resistor, it has a resistance wire feeding the coil. Full voltage to the coil when cranking is achieved at the starter through a bypass wire on the R terminal of the solenoid.

Noted. I currently have the power to the top motor wired to the power wndws accessory on my new wiring harness, which has a 30 amp fuse. Is this sufficient or do i need to bring the circuit breaker into the scheme? If so, what is the setup? Note: My new scheme will not include the old voltage reg/horn relay. Appreciate you chiming in with the correct info.
