Even though your state only goes by a bill of sale, the VIN is for proof of ownership. Your cowl would have to be pretty rusty for the tag to just "fall off". It's quite possible someone else may have helped it fall off.
There are a couple other places on the body to check for the partial VIN. Look here: http://www.chevy-camaro.com/faq/chev...-location.shtm
But, do you have any paperwork to back up what the VIN is supposed to be?
Here's to hoping your car isn't stolen, or that the original VIN and tag isn't being used by someone else on another car.

Default found the partial

i found the partial vin on the pass. side under the cowl.its a 67 not a 68 but i thought someone had said the vin tag for a 67 is in the drivers door pillar not on the dash.the drivers door is stuck the handle wont work so trying to get the drivers door open.is the vin plate located different than the 68.
thanks wayne

Yes the 67 VIN tag is on the door hinge pillar. Other notable differences with the 67 are...front window vents on the doors (not a full window glass), round front grill marker lights, and no front fender side marker lights.
