I can't see the difference in the year of the block making a lot of difference. However, I seem to recall something about water pumps... Like maybe one has a longer nose than the other which can be causing some of your issues.
I wish I could be more accurate, but maybe go to a parts store and ask to see a water pump from a 77 and one from a 68. This may be as easy as just changing out the pump.
And then again, I could be totally wrong... Something to look at though. Let us know either way would ya?

Chevy changed over to the long water pump for the 69 models, in most everything except the Vette. For mounting, the 77 engine wouldn't be any different from the 69, but the p.s. pump, pulley, or bracket could be. Are you using the pump from your 69, or was there one on the engine that you're using instead?
I'm assuming it's a small block from '77? what is it not lining up with? everything else lines up perfect (alternator, waterpump, A/C if you have it)?
