Center console question

My 68 camaro has a center console. Unfortunately I purchased it already torn down, and don't have the ability to know whether the bracket that is located below the ash tray and over the transmission is supposed to be bolted over the carpet or do I cut a hole in the carpet to allow for the bracket? I can understand someone cutting a hole in the carpet as there is not enough room to unbolt the bracket without removing the transmission to gain access to the two nuts on the back side. But in doing this will it make any mounting clearance issues with the console?

I believe the bracket was installed to the floor before the carpet. The bracket was never really meant to be removed because the console can be removed without removing the bracket from the floor. That is why the nuts are not welded to the floor like the rear console holes are and removal of the tranny is about the only way without cutting up the floor.
