Default 67 Wiper Issue

Have a 67 - the wiper motor does not turn when switch is activated - by forcing the crank arm to move from the park position (less than a half-inch), the motor turns and runs somewhat normally, however, as the crank arm returns to the park position, the rotation slows (like it is straining) but then picks up speed as it "leaves" the park position.

This issue occured with the "old" wiper motor, I changed it and put a new one in and the same operation exists.

All wiper transmission joints are lubed and move freely.

Seems to me that there is just not enough power to start the motor out of the park position - is this an electrical issue?

Any thoughts or experience with this?

Is the wiper motor or switch properly grounded?

Grounding issues can cause all sorts of problems.

Old thread, but same problem. My 67 wipers don't work when I turn the switch on, BUT if I push the washer button, they work fine. SO, the motor must be okay? What issue am I not able to see here on my own? All the wires appear to be correct. Could it be the switch itself?
Thanks in advance. Any advise from you guys that have handled this issue would be greatly appreciated.

More than likely, the switch as washer -wiper motor power takes a different route than wiper only power.
