1969 a/c control cables

Default 1969 a/c control cables

I removed the a/c control panel for repair. I'm reinstalling it and can't seem to get the left lever(marked off, vent, max, norm, hot) to move up to the point where it activates the switch for the a/c. It physically won't move any further up. Just to make sure I'm attaching the correct cable....is this the cable that connects to the right, top of the heater box and opens the flap for air to exit at the floor? I did mark them before removal, but something's not right. The other two levers operate fine. Could someone previously have connected the wrong end of the cable, or wouldn't that matter. The lever moves fully, and freely up and down when disconnected from the heater box.
