Exclamation 2017 1LT RS - Noise @ 35-40mph

I have a 2017 1LT RS that I have had since April 2017. After some months of driving my car I heard an odd, constant, sound when going 35-40mph. It sounds like it comes from behind my dash & it happens whether I am driving or coasting. Several passengers have heard it without me mentioning it prior. I am the first to admit I do not know everything about cars.

My Camaro went into the dealership I got it from 3 times regarding this noise. They only heard the noise once and ended up putting a piece of tape somewhere behind the steering column, which did nothing. I knew it wouldn’t since it seems to do with acceleration/speed. I gave up dealing with them because they treated me like an idiot with this and regular maintenance appointments/specs of my car.

I went to a second dealership and it has gone in numerous times for it. Twice the tech’s didn’t hear it and the rest of the times they did but “had no idea what it could be”. They’ve replaced my entire exhaust… They put more tape on another area of my dash... I get they really may not know what it is, but I can’t stand taking my car back without any resolution and many tell me to just leave it until it’s fixed. This car is stored from December-March each year and has been in the shop more times than my 2009 Hyundai Accent! I get excited to get it out of storage only to be reminded of this noise.

Among this noise issue, the back end of my car began making a noise, which I think is related to my spoiler (it was checked out recently and their fix didn’t work). My entire dash has gone pitch black and reset as if I just started the car, TWICE, while driving. When the second dealership had my car and test drove it after a "fix" he mentioned transmission issues – I immediately said to myself, get rid of it now!

I was able to capture the noise while driving. I can only describe the noise as a metal purring sound...
