i thought it would be a fuse because there is no power getting to them but all the fuses look fine
is it a wiring problem ?

The lights usually work off of a circuit breaker, so checking fuses won't resolve the problem. What year, model, engine?

If that does not work check all of the connections to the headlights and make sure they are getting power and have good grounds.

Does your high beams come on at all? Double check that the bulbs aren't burnt out and in a very unlikely situation the switch itself would be faulty by corrosion.
