There just isn't any reason to weld it up no matter what compression it's running, blown, turboed or not. Did you have a shop build the engine for you or did you buy the vehicle that way? If you know the shop why not give them a call and ask?

That's why I put "allowing" in quotes. It's the same as if you "allow" somebody to shoot someone else with your unlocked gun. You're responsible for your stuff, whether you drank a fifth or not!
As far as the dipstick tube, check to see if the engine is no longer sporting the stock oil pan. The only reason you would want to block off the stock dipstick hole in the block, is if you have an aftermarket oil pan that uses it's own special dipstick tube that is attached directly to the pan. Even with that, plugging the stock hole with a threaded plug (after threading the hole), or a press in plug, makes a lot more sense than welding it shut.

 

You may be able to locate an oil pan with the dipstick tube built into it. That would be easier than redrilling the hole in the block. Then you would only have to change the oil pan to get a dipstick back. My '64 Nova with a 327 had a dipstick in the oil pan, and it had the provisions for putting one in the block. I just used some JB Weld to seal the block hole up and used the stock dipstick in the pan.

I wouldn't run an engine on the street without a dipstick. Forget about oil leaks, you could be burning oil and not even notice. Then the low-oil sensor craps out and you have a siezed engine.

 

 

Well I changed the oil today, still had 5 qts, I drained it into a 5 qt oil jug. well amost 5 qts minus the oil filter. but I took a pic and this is the best I could get. It actually looks like a plug or something.
