1)Cost, shop around your area & find out.
2)You rebuild an engine when it is worn out, usually turns into an oil burner, makes bad noises, etc.
3)A properly rebuild engine will last as long as a new engine. But it all depends how it is used and maintained.

do you know the average cost? i found a car i like but it has about 128,000. It has more miles than a average 96 model, but i need to know if i have the money it takes to rebuild incase something bad happens. Need it to last me through college and until i get a decent job.

If the car runs good, has good oil pressure, does not smoke, and makes no funny noises, 128K miles is no big deal, and with good maintenance last to 200K. Rebuild costs vary widely across the country, but look beteween $1500-$3000, depending how much work has to be done to the engine, and how many new parts are needed.
