Default OBD 2 fail

I have a 96 camaro LT1 and my obd2 wont connect with the obd2 scanners. ive been told that it could be a fuse or that the wiring is bad. i couldnt find a bad fuse, does a 96 camaro have an obd2 diagnostic fuse? im guessing it does not. what is the easiest way to solve the problem?

check your cig lighter fuse. from what i uderstand it supplies power to the diagnositc system. check all the fuses just for piece of mind. there are two fuse boxes one under the hood in a black box on the driver side fenderwell. the other is in the side of the dash on the driver side by the door hinge.

The fuse for the lighter socket, which supplies power to the OBD port, is under the access panel on the left side of the dash when the drivers door is open.
